The Emergency Operations Center (EOC) should be easily located and accessible location. The Emergency Operations Center (EOC) should be exercised on a regular basis and have a predetermined staff. The Emergency Operations Center (EOC) should be prepared to manage the immediate aftermath when called upon.

The third technology group is the Office of Domestic Preparedness Guidelines. This office is focused on collaboration and sharing. Collaboration focuses on governmental and police agencies working together as well as between federal, state, and local agencies. Information sharing is focused on the gathering and analyzing information and sharing intelligence among different agencies. These two concepts combined are key elements of the prevention of future terrorist attacks.

The fourth technology group is Incident Command System (ICS). The Incident Command System (ICS) monitors dispatch calls and monitor computer and radio traffic.
